The sharp increase in wages for the “May” categories of workers was included in the federal budget adopted in the fall - the authorities planned to achieve target indicators starting in 2018. However, not all state employees are lucky.

The most striking examples of the dispersion of earnings in federal and municipal educational institutions are:

This discrepancy in indicators is explained not only by the regional level of income of the population, but also by the inability of some entities to provide high salaries to public sector employees.

To maintain the achieved indicators, the government is forced to subsidize the regions. Therefore, the proposal of the Ministry of Education and Science in March 2018 to increase the salaries of all teachers or school teachers, in particular, by up to 150%, remained without support.

However, in May, the president made a recommendation to keep teachers’ incomes at the achieved level and not allow them to decline against the backdrop of an increase in the minimum wage and an increase in the well-being of Russians. Presidential decrees are reflected in the draft budget for 2019, which clearly reflects whether there will be an increase in teachers' salaries.

The bill provides for a systematic plan for the period from 2019 to 2021, including the salaries of educators, teachers and teachers of universities and colleges.

How much will the salary increase?

According to the explanatory note to the draft budget, teachers' salaries in 2019 should increase by 6%. For these purposes, appropriations in the amount of 109 billion rubles will be required. To keep incomes at the same level and raise salaries, subsidies will be increased by 16.1% compared to last year. Such calculations were provided by the Accounts Chamber to the State Duma for the adoption of the federal budget.

In addition, further growth in wages for educators, teachers, middle and senior teachers is also planned:

  • by 5.4% in 2020, which will require 120 billion rubles;
  • by 6.6% in 2021, which will require additional allocations of about RUB 134 billion.

First of all, the increase will affect teachers of federal educational institutions. Similar steps must be taken in the constituent entities of the Russian Federation. Moreover, the salary increase may be more than the recommended 6%.

By the end of October 2018, most regions should consider projects or approve local budgets, after which it will be clear how much teachers’ salaries in regional and municipal schools and other educational institutions will be increased.

When will there be a promotion?

Many traditionally link the recalculation of teachers' salaries to September 1. Indeed, promotions are often carried out at the local level from the start of the school year. So, in, and in St. Petersburg, wages were increased by 4,000 rubles.

The results of a study conducted by the interregional trade union “University Solidarity” show how the May presidential decrees to increase the salaries of their employees are actually implemented in many universities. According to the 2012 presidential decree, starting from 2018, teachers’ salaries should be twice the average income in the region. The union conducted a survey of teachers who pointed out a significant lag in salary increases and the tricks that the administrations of many universities use to formally implement the decree. The Ministry of Education and Science of the Russian Federation says that it regularly monitors the implementation of the May decrees.


The average salary of university teachers in 2017 “falls far short of the bar set by the May decrees, amounting to approximately 113% of the national average.” This is stated in a statement by the interregional trade union “University Solidarity” (available from Kommersant) based on the results of its own study of the real level of income of teachers, conducted in February-March 2018. In 2012, President Vladimir Putin demanded that by 2018 the salary level of university teachers should be increased to 200% of the regional average.

According to the results obtained, after deducting income tax in September-November 2017, teachers in the country received an average of 32.9 thousand rubles. “According to Rosstat, the average monthly salary in the national economy in 2017 was 39.1 thousand rubles,” the trade union points out. “The salary picture looks somewhat better in December 2017, when many teachers received various additional payments.” As a result, the December salary, according to University Solidarity, amounted to 57.6 thousand rubles. The authors of the study note that not all respondents received additional payments at the end of the year, “but the increased December average salary is far from reaching the bar set by the May decrees, amounting to approximately 113%, which is 87% less than the minimum established by the presidential decree.”

Study participants answered questions about their salary levels in an online survey, confirming their answers with photographs and scans of payslips for the last few months. The information came from 29 regions (including Moscow, St. Petersburg, Ivanovo, Smolensk, Crimea, Chelyabinsk, Buryatia, Tomsk), representing all federal districts. The majority of the study participants are associate professors (54.4%), the second largest group is senior teachers (16.5%), the trade union notes, “the predominance of associate professors and senior teachers in the sample makes it possible to draw conclusions that are close to representative, since the workers these positions actually receive salaries close to the average for the university’s teaching staff.”

“The study confirms that only a few leading universities have actually implemented the decrees, the overwhelming majority are just pretending,” says Andronik Arutyunov, co-chairman of the University Solidarity trade union. The administration of higher educational institutions often resorts to various kinds of “tricks to fulfill the formal requirements of the decree,” notes Mr. Arutyunov. “For example, a teacher is transferred from full-time to part-time or the vice-rector’s higher salary is considered as a regular teaching salary,” he says. According to him, almost all study participants indicate a significant increase in workload. “As a result, we are seeing an outflow of the best personnel from higher education: they either go to leading universities or completely leave the profession,” says Andronik Arutyunov.

The Ministry of Education and Science of the Russian Federation told Kommersant that they regularly monitor the implementation of May decrees, “in general, in the Russian Federation, the average monthly salary of teaching staff implementing higher education programs has increased from 55 thousand rubles. At the same time, at the beginning of 2018, teachers at several universities told trade unionists that they received unusually high salaries.
