About 2,500 (!) cases have been considered by the SRV agency, and it is hard to believe that its leader is only 32 years old. Growing up in an ordinary family, left without a father early, Roman Savichev in the era of the market, when “nothing is free”, managed to get two higher educations - legal and economic. Already at the age of 25, he was deputy general director of the well-known company Rosgosstrakh-Stavropol, which has dozens of branches in the region and a staff of three thousand.

Many people dream of such success, and people who have "made themselves" always arouse a burning interest. The personality of Mr. Savichev is certainly interesting ...

– Roman Valeryevich, you are a living example of how you can become famous and rich without money and connections. Do you mind sharing the recipe?

“It's useless and I don't think you should take advice or books like How to Make a Million seriously. A person is individual, and he himself, as they liked to say in times not so distant, "the blacksmith of his own happiness." But some starting parameters, of course, must be present: for example, high intelligence, purposefulness, business qualities, decency, efficiency. Of course, it also takes some luck...

- And why decency?

- In serious business, those who have the bad habit of "throwing" partners are quickly carried forward with their feet.

When were you drawn to the legal path?

- Probably, back in school, which, by the way, I graduated with a gold medal. School number 3 in the village SNIISH. I took first place in the Shpakovsky District at the Olympiad of Legal Knowledge and set the goal of becoming a good lawyer. True, at first I entered the Stavropol State Agricultural Academy at the Faculty of Economics, to which I was also not indifferent, and then - at the Moscow State Law Academy. In 1994 he graduated from the first university, in 1996 - the second. Married in 1992. Larisa is a doctor by training, now she works as a commercial director at the SRV agency.

I studied in absentia and simultaneously worked in several organizations. The main place of work was in the company "Rosgosstrakh-Stavropol". He started as a legal adviser, then became a chief accountant, and in 1997 he met as a deputy general director for finance. "Rosgosstrakh-Stavropol" was a good school, a state-owned company - discipline, planning meetings. There I gained managerial experience and connections, many of which help me to this day.

In this company, I won the first major case - and at the regional tax office. The essence of the dispute was as follows: whether the sums insured for short-term life insurance are subject to income tax. We said “no”, but the tax office said “yes”, and according to the results of an audit in 1995, they credited the company with as much as 3.5 billion rubles (non-denominated)! We reached the Supreme Arbitration Court of the Russian Federation and nevertheless proved our case. It was a precedent for all of Russia.

I won another interesting case from the regional tax office in 1996, it was connected with the purchase and sale of Gazprom shares for a large amount - about 15 million dollars.

- What about the insurance company?

- Well, I told you that I worked at several jobs at once. Do the names of the financial companies "STEK", "FSK" tell you something?

- Owners of factories, mines, ships ...

- Well, if figuratively, then it is true. These companies "rose" during the period of voucher privatization, and by the way, I have respect for their leaders - Oleg Poluzhnikov, Sergey Tansky. Ten years ago, with the help of vouchers, in which the people did not really believe, and operations with securities, they managed to gain control over a number of enterprises in the region. Incidentally, as a lawyer for these companies, I developed many schemes for buying up shares. Interesting, I will report, occupation!

So, FSK at that time managed the Yuzhny check fund (I was a member of the audit committee there), which carried out large transactions with Gazprom securities. The tax inspectorate put up a fine somewhere in the million dollars. I will not go into details, it was about the correctness of paying taxes on the amount between the purchase and sale of shares. I managed to return almost the entire fine through the court.

How did you get the desire to start your own business? Tired of being a simple hired worker?

- I wanted to be independent. Working in financial companies has developed an entrepreneurial streak in me. I learned to understand business, assess risks, handle money wisely. Understand what people want, what motives drive them. In June 1998, I registered the SRV Legal Agency "> SRV Legal Agency, at first I worked alone, now there are 25 highly professional lawyers on the staff.

- Were not tormented by doubts: will the business go - will it not work? After all, competition in the legal services market, I think, is serious.

- There were absolutely no doubts, as well as the period of formation, characteristic of new firms. By that time, I had already run the business of more than a dozen enterprises, which smoothly switched to agency services. These are Stavropoltruboprovodstroy, which had problems with the return of debts, the Lenin Kolkhoz, which fought with the regional authorities that prevented its reorganization, Tannery and others.

As for competition, there was no competition at all in the market for the provision of legal services to organizations. Maybe I will surprise you, but even today it practically does not exist. This niche is not occupied. It's about servicing legal entities.

I know for sure that my agency has no competitors at all: neither in terms of the volume of work, nor in terms of the number of clients, moreover, solid ones, nor in terms of the efficiency of considering cases in courts. Of course, there are many small firms - two or three people each, as well as "individual farmers", among which there are good and even excellent lawyers. But their business cannot be called sustainable, it depends on many accidents. Their goal is to earn today, quickly and a lot - to “rip off” the client in full, because next time he may not come.

- In fact, a rather strange situation: almost all universities in Stavropol have acquired law faculties. There are so many specialists that there should be a fight for each client. And you say there is no competition ...

- The problem is the quality of education. Nobody needs a bad specialist. For example, now I am expanding the staff of the agency, about a dozen lawyers are required. A competition was announced and, by the way, we offer a good salary - from 20 thousand. Clearly, there are many contenders. I have hundreds of questionnaires on my desk. I talk personally with some people, and, which is significant, there are very few competent specialists, a few. The quality of education is terrible. People with red diplomas come, and okay - there is no practice, but they are not even theorists. Generally not versed in jurisprudence. Zero!

- Well, so you, probably, make high demands?

- Certainly. I appreciate professional, hard-working employees who can think outside the box and generate ideas. And without regret I part with the lack of initiative, with the slobs. He fired one for treason - there was such a thing. For a lawyer, the interests of the client must come first.

– Roman Valeryevich, what kind of cases are considered in the work of the agency?

- Sixty percent is connected with civil legal relations, disputes between legal entities. The rest is tax, customs and other administrative disputes, bankruptcy, reorganization, registration of enterprises, and so on. A significant segment is the so-called corporate "wars", during which the ownership often passes from one hand to another. Shareholders are fighting quite loudly, scandals, as a rule, splash out on the pages of newspapers under the loud headlines “Capture of the enterprise ...”.

I am a participant in many corporate "wars"! Now we are dealing with the Ipatovsky brewery, where major shareholders are fighting, accusing each other of fraud; at the Novoaleksandrovsky Butter and Cheese Plant "Laktos" - there they illegally removed the general director from the post; there are also rumors about “wars” for the property of JV ArktikStavProdukt LLC, Stavropolremtekhpred OJSC, Tersky CJSC, Pravda LLC, Kolos LLC, APK Azaddesh LLC, where the agency takes an active part.

– What enterprises are more interesting to work with: industrial, agricultural, private, state?

- As a rule, these are just large enterprises. For example, the clients of the SRV agency include Energomera Concern, Analogue, Trailer-KamAZ, Emerald, Monocrystal, construction companies, sanatoriums, most telecommunications companies, about 60% of oil companies, working in the region, gas stations. We now serve 31 collective farms, four grain elevators and many processing enterprises. In addition, we represent the interests of a number of Moscow companies in the Stavropol Territory, including Alfa Group, Energogaz, and Toppromenergo.

- As I understand it, you do not serve the interests of individuals. What is it connected with?

- The status of the agency does not allow. You can drown in small things. In addition, agency services are not cheap. But we still make exceptions for VIP clients (especially important persons), business leaders, saving them, figuratively speaking, from "the arbitrariness of law enforcement agencies." That is, we are talking mainly about criminal cases of an economic nature: fraud, misappropriation of property, forgery of documents, embezzlement, money laundering, abuse of power, tax evasion, and so on. We have a full "bouquet", now we are conducting about 30 criminal cases of VIP clients.

– And if you know that the client is really a swindler?

- I'm protecting. The client is right - not right, but I still defend. Such work. For comparison, I will give an example: the killer is admitted to the hospital with appendicitis, and the doctor will still perform an operation on him. Have to do. A lawyer is the same doctor, only he does not work with a scalpel.

- Yes. Based on moral and ethical considerations, I do not defend rapists, murderers, terrorists, persons who illegally trade in weapons, drugs ... That is, persons who have clearly committed a crime against a person or the social system will never be my clients.

– And can you afford to go against the authorities while protecting a client?

Yes, I do it almost every day. Cases involving state power structures, law enforcement agencies - if you ask about it - are not “forbidden” for me. Although, of course, arguing with them is troublesome. They know how to threaten and quite convincingly, without stopping before initiating criminal cases. Seven cases have already been brought against me personally, and they haven’t been charged with anything! Unless there has been no rape yet ... All these criminal cases have been terminated due to the absence of corpus delicti in my actions.

In general, you raised an interesting problem. Here we have the Federal Law “On Advocacy”, according to which a lawyer cannot be interrogated in the case of his client. But they are interrogating! On this occasion, I have already held ten trials against law enforcement agencies, and won the majority. So now they are afraid of me, I think, but there are other lawyers with low weight, they are “pressed” to the fullest.

But, of course, it is better to be friends with the authorities - preferably from afar. Pay taxes (the agency monthly transfers 300 thousand to the budget), participate in charitable and sponsorship programs.

- It is clear that, despite the high fees, the agency still loses a lot of cases, which is understandable - such a wave ... And what lost case do you remember the most, and is there annoyance about this?

- Do not gnaw. Because I quickly forget the lost cases. But they do exist, however, I find it difficult to say what percentage.

As for the fees. For me, money is no longer the most important thing, I am a rather rich person to allow myself to take on even an absolutely hopeless business that does not promise any benefit. But at the same time, it should be loud - so that the resonance is on the entire edge and beyond. So that it plays on the image of the agency, "works" in his name.

However, as practice shows, over time, even a failed business can be slowly “pulled out”. Let it take a year, two, three ... The agency has one case that has been dragging on for six years. You know, I am very stubborn and persistent, systematically moving towards my goal. For example, for two and a half years, our client, Elektrosvyaz, dragged on with the customs office regarding the customs clearance of telecommunication stations ATS-94, 95, 96, 97. The customs office additionally charged the client a huge amount - about 11 million dollars. We proved in all instances that this money does not have to be paid.

The situation with the collection of receivables from Stavropoltruboprovodstroy was long-playing, the agency conducted about 50 cases. It took several years to recover $5 million from Kavkaztransgaz in favor of creditors. The list goes on.

- Roman Valeryevich, there is a saying that the imperfection of our laws is bread for a lawyer. A surge in what cases from the “fresh” category can be predicted in the near future?

- It will take a long time to tell. But an example can be given. The most interesting will be on tax law. In particular, the Constitutional Court of the Russian Federation recently issued a ruling on the issue of reimbursement of value added tax when acquiring fixed assets at the expense of bank loans and credits. The point is the following. It used to be like this: an enterprise takes a loan for the named purposes and they immediately reimburse VAT from the budget. Now the tax will be reimbursed only after the repayment of the loan. This absolutely does not stimulate the development of the economy. This is stupid! I consider the ruling illegal. But the worst thing is that this "innovation" was distributed retroactively. Additional accrual is for 2001-2003. In the region, this is 750 million rubles! Of course, companies will sue. And I will gladly help them with this.

- Structural construction of the SRV agency, the principles and methods of its work, according to experts, are reminiscent of Western law firms, in particular, the United States. Have you studied someone else's experience?

- Of course. I traveled a lot around the world, attended seminars, studied how things were done with colleagues, including those in New York. I understood what a developed legal company in the West is, what real marketing and management is. And, of course, I transferred this experience to my agency. This is already a well-established business, capable of growing by 20-25 percent annually. At the beginning of next year, I plan to open a branch in Pyatigorsk.

Are you interested in politics? I ask this because in the last elections to the Stavropol City Duma you tried to become a deputy ...

Politics does not attract me from the point of view of party attributes, all sorts of gatherings, "actions" and undercover intrigues. I am far from this, although, of course, like any normal person, I am aware of political news, the processes that are taking place today and affecting society. For example, everyone is familiar with the draft law submitted by V. Putin to the State Duma of the Russian Federation, according to which the heads of regions will be elected by local legislative assemblies on the proposal of the president. It is impossible to support this initiative and deprive the people of the right to choose. Amendments to the Constitution on this matter, I think, will seriously slow down Russia's progress towards a developed state...

I would like to use the rostrum of the regional Duma precisely as a lawyer who can analyze the strengths and weaknesses of the adopted laws, the consequences of their application. A good law for the benefit of people is also politics, and in this sense it interests me the most.

Roman Valeryevich, there is a saying that a strong character, like a diamond, is formed only under pressure. You have proven that you have that character. Tell me, was there that pressure of circumstances in your life, some special conditions that influenced your personality?

I was born in Stavropol on October 7, 1972. By the way, when I grew up, I noticed that the difference in birth with our President Vladimir Vladimirovich Putin is exactly 20 years. Now I always joke about this, they say, it's easy to remember. It is also the former Constitution Day of the USSR, a public holiday and a red day of the calendar.

When I was 8 years old, our family moved to the village of SNIISKh of the Stavropol Scientific Research Institute of Agriculture. We were given an apartment in a newly built house (at that time, five-story buildings were being actively built in the village). And since my father was a researcher, candidate of economic sciences, he was accepted as an assistant professor in the economics department of SNIISKh.

Before moving, mother worked as a leading specialist in the Stavropol Territory consumer union and after moving she got a job in the same department as the head of a confectionery shop. Well, I was transferred from school No. 3 in Stavropol to school No. 3 in the village of Shpakovsky, now the city of Mikhailovsk.

Unfortunately, it so happened that my father left the family when I was 10 years old. The mother was very upset by the breakup and, against the background of this shock, became seriously ill. She was given first the second group of disability, and then the first. She needed constant medical supervision and spent four months of the year in a hospital. We had no close relatives in SNIISKh, and I actually stayed at home alone. In any case, was presented to himself most of the time. At that time I was only 12 years old.

- What did you do?

Engaged in "business" in the Soviet way. He raised aquarium fish, bred hamsters and budgerigars. And he sold them at the Upper Market of Stavropol on weekends. There were two aisles for the trade in animals and birds, and every Saturday and Sunday I spent in this place.

In addition, we had a large garden and orchard. Cherry, cherry, apricot, apple, pear fruit trees grew there, strawberries and raspberries grew, there were potatoes in abundance. Everything that was not eaten, we also took to the market and sold it.

And another seasonal "business" of mine was picking mushrooms. I became an avid mushroom picker, I left home for 1015 kilometers and looked for champignons. Sometimes it was possible to collect two large basins, that is, 20 kilograms of mushrooms in one trip. They kept a little for themselves, and the rest also went on sale. Then the average price per kilogram of forest champignons was 34 rubles, and they could only be bought on the market.

I did all this until the age of 16. And then Bulgarians and Yugoslavs appeared in the Stavropol Territory, who were building an underground gas storage facility in the village of Ryzdvyany, and with their participation I found another profitable business for myself. True, it was not entirely legal and in the language of the Criminal Code of the USSR it was called speculation, and among the people fartsovka. We exchanged various Soviet bronze items for furniture and door handles, hinges and the like for imported consumer goods. Sneakers, malvina jeans were especially valued for exchange, which could also be sold profitably on the Upper Market. Of course, at first this had to be done “under the counter” so that they would not be accused of speculation, and shortly before the collapse of the USSR it was already open. In the meantime, I graduated from school with a gold medal and in 1990 entered the Stavropol State Agricultural Institute, today the Agrarian University. He studied at the Faculty of Economics as an external student. But I continued to trade in things that had already been brought from abroad until 1994, that is, my trading experience is almost 8 years. My mother-in-law went to Poland, bought goods in Moscow, and while studying at the institute, and later even working as a legal adviser at Rosgosstrakh, I often stood behind the counter.

I was a legal adviser for about a year and a half, and on January 1, 1995, the board of Rosgosstrakh appointed me chief accountant. By that time I had already received a diploma of higher education. It so happened that the chief accountant of the regional administration, Alla Vasilievna Bukreeva, retired, to whom I am very grateful for the experience she shared, and they took me to the vacant position. After a month of probation, I took the fourth most important position in the insurance company.

- It must be assumed that this career in trade ended?

After that, the management warned me that I should no longer appear on the market. At that time, about 4.5 thousand people worked in the Stavropol "Rosgosstrakh" together with agents, and it was no longer respectable for me, as a representative of the company's management, to appear behind the counter. In addition, the work was difficult, rest was required, and I simply could not physically spend the weekend at the market.

Alexander Sergeevich hired me on the recommendation of my grandfather Boris Nikolayevich Savichev, an invalid of the Great Patriotic War. In fact, this is also the only time in my life when I took advantage of someone's patronage. My grandfather and Smykalova's father served in the army together, were classmates, and went to the front at the same time. Unfortunately, he died at the end of the forties, when Alexander Sergeevich himself was not three years old. And my grandfather, as a neighbor and friend, supported and helped their family. That's how I became a junior lawyer after the third year, although I had not yet graduated from the institute and did not receive a diploma. This was allowed by law.

By that time, I was already studying at the Moscow State Law Academy, as it was called by 1996. But when I entered, it was still the All-Union Correspondence Law Institute. Thus, I received the higher legal education, as they say now, remotely.

In March 1996, Deputy General Director for Finance Tatyana Alexandrovna Popova left the company. And thanks to her for science, for three years I learned from her experience. And the CEO appointed me to this position. I began to simultaneously combine two posts of first deputy general director for finance and chief accountant. I was given the right to both signatures, I had the opportunity to sign payment orders myself, this was a very big trust. In fact, I became the second person in the company, which at that time already employed over five thousand people. I was only twenty-three and a half years old, and for my age I was more than a successful person.

- Why?

- Throughout this period, starting from June 1993, when I became a lawyer, I provided legal services to a number of companies. This is STEK Financial Company LLC, in which I was the head of the legal department, this is Yuzhny Check Investment Fund OJSC, in which I was the chairman of the audit commission, and Vladimir Ivanovich Polyakov, at that time already the president of the Energomera Concern, was the chairman board of directors. I remained in this status until 2000, having captured almost the entire period of mass privatization.

He also provided legal services to the financial company "Fort", the financial company TRUST, all of them were professional participants in the securities market. And he was the chairman of the audit commission of OAO Stavropolmebel. All these positions also paid well.

Since 1996, I have had many regular clients dealing with legal issues. By that time, I was already registered as an individual entrepreneur and worked on an official basis. One after another, the heads of enterprises and collective farms began to come to me. In addition, I got to know them as an insurer, representing Rosgosstrakh Stavropoye.

By May 1998, I realized that my income from working in an insurance company was more than ten times less than I earn in the legal field. But the decision to leave was still not an easy one.

The letter of resignation came as a shock to my CEO. He broke the first one altogether, and yelled at me. However, I explained that I was creating a company and was already ready to apply for registration. By that time they were really ready.

I put the second statement in the mail to the boss, and we had another conversation. “Maybe, Roman, you are doing the right thing,” Smykalov told me in the end, you are a young man, you must go forward.”

It so happened that on that day I handed over the documents to the tax office for the registration of the company. On June 6, the company OAO Legal Agency SRV was registered. And on June 11, 1998, I received a license for the right to provide paid legal services, and concluded about twenty contracts with clients. We consider this date the birthday of the company. In 2016, she turns 18, the symbolic age of majority.

Your company has passed a serious way of formation and development. What are you most proud of today, what achievements?

The main pride and the main result of eighteen years is the established team. It unites both the Stavropol management of the company and eleven regional subsidiaries. I am proud of the achievements of my family, which today owns OOO Agroindustrial Holding SRV. It includes three agricultural enterprises of the region, in which he owns shares in the authorized capital. The financial turnover of the project is quite large, and we have been engaged in this line of business since 2007.

I'm focused on the legal component of our business. This is a key area that provides the main share of profit in the total turnover, which in the SRV group of companies last year exceeded 4.8 billion rubles. Of these, net profit amounted to more than 574 million. These are record figures for today. Moreover, the positive dynamics of profit has been maintained for all eighteen years.

- You do not make a secret of this?

This information is absolutely open and posted on the Internet. Moreover, we participate in all ratings and competitions, where the provision of such data is a prerequisite. The last victory is especially valuable for me when we became the best law firm in Russia in terms of volume indicators in the rating of the Pravo.ru portal. That is, we took first place out of the three hundred largest regional companies in Russia. I hope we will be able to maintain this status in the future. In any case, we have already overfulfilled our semi-annual profit plan and are growing compared to last year. Of course, I am a practitioner, since I defended more than ten thousand court hearings only in the arbitration court, being a representative of the persons participating in the processes. But at the same time, he has five years of experience in Rosgosstrakh, in the accounting department of a company with a 95-year history and an extremely clear planning system. Therefore, I continue to personally follow the economic planning and financial issues of the SRV group of companies.

- But still you have professional assistants...

Certainly. For example, I have a deputy finance officer, a very good specialist, Alexander Nikolaevich Khadzakos, who has been working with us for the ninth year, and we have been friends with families even longer. Many thanks also to the chief accountant Angelina Mikhailovna Kotova, who has been working at SRV for seventeen years, almost from the day of its foundation. They do a great job of managing the financial affairs and bookkeeping of the entire group.

Are you hiring new people yourself?

I always hire new employees personally. I will definitely do a face-to-face interview. Of course, in the presence of some deputies in charge of the main areas, but after consulting, I make the decision on each candidate myself.

Actually, I had to deal with personnel decisions back in the days of Rosgosstrakh, when I became the first deputy general director. Even then, I solved all personnel issues in a company with a team of many thousands. That is, the experience of such work has more than twenty years.

Cooperation with what clients is especially dear to you today? Surely among them there are those who have been with you for many years?

Among our clients there are those who were with me even when there was no SRV company. And the very first and most significant of them was OJSC “Check investment fund “Southern”. It was formed in 1994, and I began to work in it, first as a lawyer, and then as chairman of the audit commission. More than 650 thousand vouchers of privatization checks passed through it in the Stavropol Territory. And almost all large enterprises in the region were privatized through this fund. Among them are Nevinnomyssk Azot, Budennovsky Stavrolen, then Stavropolpolimer, plants of the current Energomera Concern, and other large industrial and agricultural productions.

In a word, I stood at the origins of privatization in the region, gained a huge, invaluable work experience, but at the same time I was not yet a significant businessman, and I did not have the money to purchase a large number of privatization checks. I managed to buy only 329 vouchers, and in 1996 I invested them in the Gazprom privatization auction in the Stavropol Territory. One voucher, as far as I remember, was supposed to be 1800 shares. At that time, these vouchers actively went from hand to hand, sometimes they were bought and sold for a bottle of vodka, people did not understand their value and did not see any benefit in these papers. Therefore, part of the privatization checks came to me at a time when I often appeared on the market.

Further, in 1995, STEK Financial Company LLC became a major client for me. I would like to once again express my gratitude for the cooperation of Oleg Vitalievich Poluzhnikov, its permanent leader. He has been living in the US for some time now, but the company still exists and he still owns it.

Also for many years we worked with the Agricultural Academy "Kolkhoz im. Lenin" Novoaleksandrovsky district. This is a large city-forming enterprise, which for many years was led by Alexander Nikolayevich Nevzorov, blessed memory of him. Collaborated with CJSC "Niva", now CJSC "Niva", from the village of Svetly, Novoaleksandrovsky district, head Vitaly Ivanovich Strakhov.

In addition, since the establishment of the Legal Agency SRV, thirteen plants of Vladimir Ivanovich Polyakov at that time, which are part of the Energomera Concern, have become our clients. Today they are known all over the world, including the legendary brand of the Stavropol Territory synthetic corundum plant Monocrystal. It accounts for more than thirty percent of the entire world market of synthetic corundum, the company's products are used by Swiss watch companies, the American Apple and other world manufacturers. And I am proud that I have been cooperating with the Concern for eighteen years already.

It's nice that for many years the main telecommunications company of the region has been with us, first OJSC Electrosvyaz, then the Stavropol branch of OJSC YuTK, today a subsidiary of PJSC Rostelecom. A major client with whom we started working back in 1998 with the late Viktor Ivanovich Kuzminov, then Alexander Markovich Roytblat, who, unfortunately, also passed away, became his successor. Subsequently, the company was headed by Ruslan Magometovich Bulguchev, and now Roman Alekseevich Zavyazkin.

- In this place it would be logical to ask about the plans. How far do they extend?

Hopefully, I still have to lead a group of companies for thirty years. I have many assistants in my family: my wife's sister, who graduated with honors from the law faculty of SSU, has been my deputy for several years; my daughter, who graduated with honors from the Faculty of Law of the North Caucasus Federal University a year ago; son-in-law, who next year receives a second higher education in the field of jurisprudence and will soon become a candidate of technical sciences. There is someone to inherit the management of my offspring, when I consider that I should retire, we have lawyers in several generations now. The only thing is that the wife is a doctor by education, but her practical experience in jurisprudence has long allowed her to issue a law degree in absentia. She is also my deputy and at the same time the head of her own company.

- What areas of work in the legal services market do you see as the most promising today?

Now we have a significant share of our revenue comes from cooperation with Russian energy companies. At the moment, we represent the interests of more than a third of the country's electricity market. We have thirteen years of experience in such interaction, and many developments in the field of dispute resolution in the industry can be considered unique. To be precise, we represent the interests of sixteen generating companies throughout Russia. This line of work seems to be very promising, and we intend to develop it. Moreover, if at first we were only engaged in collecting debts from guaranteeing suppliers of the North Caucasus Federal District, now we are actively working in Central Russia, in the Central Federal District, in the Urals, in the Volga region. We are looking closely at Siberia, the Far East, we are also going to open branches there to deal with multibillion-dollar debts. It all started in 2003, when the first contract of this kind was signed with MUE Makhachkala Gorelektroseti, now an open joint stock company. Many thanks for the cooperation to the former mayor of Makhachkala, now convicted for other reasons, Said Dzhaparovich Amirov. This enterprise was under his patronage, and the city leadership decided to conclude a contract with us. In addition, debt collection is now carried out not only for electricity, but also for heat energy. Gazprom and its subsidiaries have been cooperating for several years to collect debts for gas. Large Vodokanals are interested in collecting debts from management companies. Thus, we contribute to the establishment of order with payment discipline in the wholesale market of energy resources and utilities. I should note that this work today gives us more than 50% of the proceeds from the provision of all legal services. And today all of Russia knows that we specialize in debt collection in the housing and communal services sector.

Another one of our strong points is mergers and acquisitions. Previously, this was called "white raiding", but, in fact, it is a change of inefficient owners. Of course, exclusively legal ways, which we have been doing for eighteen years now. The geography of clients in this area is the whole country. Contact both our head office and regional branches.

In third place is the resolution of disputes in the field of land relations and legal relations in the field of real estate. Over the past year, in the structure of revenue from legal services, this amounted to about 15%.

- What is your opinion about the draft law on land shares widely discussed in the region?

My opinion is this: the regional bill on land shares should by no means be adopted. And it is unacceptable to introduce an increase in the allocation of agricultural land to 2.5 thousand hectares. It is necessary to leave the current norm of 30 hectares, or remove this restriction altogether. Why? Because this is really bondage for the owners of land shares, contrary to the Constitution of Russia and international law. In particular, the Declaration on Human Rights, ratified by the Russian Federation. No one can be deprived of the right to dispose of their property, and the proposed bill introduces just such a restriction. It seems that the governor heeded this position, which is shared by many in the region, and suspended the process. But honestly, I doubt it will last long. It seems that the amendments to the regional law on land shares will still be adopted, but this will happen after this year's elections. Otherwise, in rural areas we may face protest voting. And then the law will still be pushed through, and it will only be protested in the prescribed manner.

Of course, the increase in the rate of land allocation is beneficial to the largest agricultural enterprises of the region, as it gives them the opportunity to enslave the owners of shares, but it is impossible to go in this way, protecting the interests of landowners.

Meanwhile, I must state that more and more land in the Stavropol Territory is being acquired by newcomers. Entire collective farms are redeemed from the old owners for a penny. Basically, these are people from the North Caucasian republics, neighbors from the Krasnodar Territory, as well as Muscovites and Petersburgers. I know the situation well, because in a number of cases our company represented their interests and executed transactions for the acquisition of farms.

But how, in this case, to be a large agricultural enterprise, on which the social well-being of the territories depends? Isn't there a threat to their integrity under such conditions?

As for fears about the collapse of large enterprises, I consider them unfounded. Who is the competitor of a large farm? Farmers? So is it possible that a powerful agricultural enterprise will not be able to offer shareholders a higher rent than a farmer? Who will leave a good owner, a stable enterprise that pays rent steadily? Farmers often do not have such guarantees, there are no state support funds, there is no high yield, which means that there is no way to pay rent higher than large farms. Another thing is that the latter are often underpaid by 23 times. Therefore, all these fears are nonsense and an artificial escalation of the problem.

- 2016 is the year of high political activity in the regions. Do you have your own political plans?

I have no political plans for this year. Yes, I wanted to run for the federal Duma, but I changed my mind, and I had reasons for that. The state of health of some members of my family, who needed rehabilitation, did not allow. As a result, we spent almost the whole of April, that is, the active period of preliminary voting, in the sanatorium. And in June, when the election race started, we also had to leave the region. That is, it excludes participation in the federal elections from both United Russia and other parliamentary parties.

- I want to ask you, as an expert, about the sore points about the crisis: have we already reached its bottom? What can we expect in the economy?

In general, I "do not think that there has been and continues to be a crisis in Russia. I do not. But what has happened since 2014, if you look at the state of affairs objectively? Firstly, in March 2014 there was a coup d'état and a violent seizure of power in Ukraine, then there was a sharp cooling of relations with this country, the reunification of Russia with the Crimea, and the war in the Donbass began.

After that, the United States, Europe, and a number of other countries turned their backs on us, and economic sanctions were imposed against Russia. As a result, exchange rate fluctuations began, many enterprises suffered, the ruble “sank” heavily, and the price of oil fell due to a joint bear game between the United States and Saudi Arabia. The game, however, has gone too far and has already hit the United States itself.

But I still do not think that what is happening in terms of its economic consequences is comparable to what happened in Russia and in the world in 2008-2009. And even more so far away from the default of 1998. Yes, and earlier there were difficult years: 1991, 1992, 1993. It was then that horror was happening, and it was unclear the future of the country, whether Russia would fall apart or retain its unity and sovereignty. Now, not everything is so hopeless, we are simply observing fluctuations, indicating that history and the economy are developing in a spiral. Ups and downs are normal, I try to treat them calmly and balanced. Just like our president does.

- Do you approve of his activities and policies?

I have great respect for the activities of Vladimir Vladimirovich Putin in the presidency. If a referendum were announced in Russia, I would vote for giving him powers not for two or three terms, but for life. So, as the Russian emperors ruled, only without the transfer of power by inheritance to direct descendants. As long as he believes that he can fulfill his duties, and as long as the people support him, let him manage the state. These are our traditions, this is the history of Russia. Why does the UK still have a monarchy, even if it does not have absolute power? Why shouldn't Putin become emperor, if he actually is one? I think that it would be acceptable to amend the Constitution accordingly, that is my opinion.

I also believe that Russia only lost when Putin left for four years, and Dmitry Medvedev was the president of the country. It was necessary to stay for a third term, and for a fourth, and for a fifth, and so on. And let other states play democracy. What, for example, has come to Europe? Mayors

I would not want Russia to be destroyed by importing similar democratic "values" to us. So, so many states already in post-war Europe broke up into fragments of Czechoslovakia, Yugoslavia, and so on.

- What is needed to prevent such a fate, God forbid, from befalling Russia? What can bring us together?

Firstly, our leader, who, of course, needs a team. There is a problem with this. Now, in the environment of the president, of course, there are people who command respect, whose professionalism is beyond doubt. These are Sergei Viktorovich Lavrov, Sergei Kuzhugetovich Shoigu, Dmitry Anatolyevich Medvedev as a person with liberal views, Vitaly Ivanovich Churkin, the Permanent Representative of Russia to the UN, who has been representing our country for many years. Or the former Prime Minister, the late Eduard Amvrosievich Shevardnadze is a block in politics! If there are 30 such people surrounded by the President of Russia, and he himself will be in good health, our country will not face any collapse. Of course, the vertical of power must be built down to individual settlements.

And one more important point. Enough wonderful laws have already been passed in Russia. Now we need to make sure that they are strictly implemented, and for their violation followed by real harsh punishments. But not only criminal ones, it is necessary to more actively punish with the ruble, restriction of rights and public censure. We already have one million two hundred thousand people in prisons. Enough already, half can be released, let them work better, and not sit at public expense. Orthodoxy and other confessions are also our support. It is necessary that people believe in God, read the sacred scriptures, spiritual books. Let there be as many occult structures as possible in the country. I'm talking not only about Orthodox churches, but also about pagodas, and about mosques and all the others. I myself am an Orthodox person, but at the same time I have already visited 72 countries, I am tolerant of all religions and consider myself a person of the World.

Many of us felt the unity of Russia on Victory Day, when the Immortal Regiment marched through the streets of our cities and villages. How did the war affect your family, what mark did it leave?

Two grandfathers fought in the Great Patriotic War, unfortunately, both have already passed away. Ten years have passed since my mother's father Grigory Petrovich Dorokhov died, and two years ago my paternal grandfather Boris Nikolaevich Savichev died. Grandmothers of the home front workers, now also deceased. My wife's relatives also fought and worked in the rear. These eight photographs of our ancestors who went through and survived the war are our pride and our memory.

Roman Valeryevich, in all this rhythm, do you have time to communicate with art, to go to the theater, watch a movie, read a book?

As for art, if someone comes to our directorate, located in the Nika business center on Mira Street, he will immediately understand how much I am not indifferent to painting. Therefore, the walls of our office are decorated with paintings by the most famous artists of Stavropol. In total, there are more than 100 paintings. About the same amount is stored at my home and in the homes of my relatives. Basically, all works are paintings, less often watercolors. The main place in my collection is occupied by an impressive collection of paintings by the Honored Artist of Russia Pavel Moiseevich Grechishkin of more than 20 canvases. I also love the paintings of Vasily Nikolayevich Rukavkov from Pyatigorsk and Academician of the Academy of Arts Sergey Nikolayevich Parshin, who heads the regional branch of the Union of Artists of Russia. I like to visit theaters, watch ballet when I am in Moscow, St. Petersburg and world capitals. I do not forget about physical culture. In my youth, I went in for athletics, went to boxing, studied at a sports school for five years. Today I prefer billiards and table tennis. I have two gyms, one in the office, the other at home, several billiard tables, so I try to keep myself in shape as much as I can and time.

How is your working day in general?

I have a busy schedule, I have to work 16 hours a day. Usually I get up at seven in the morning, and sometimes, like today, at seven o'clock I'm already in the gym. Until eight we play table tennis with my regular driver Alexei Nikolaevich Pastukhov, who, by the way, plays quite well.

And in total I already have 250 trips behind me, and most often my family and I have been to the United Arab Emirates.

- Is there a place on Earth that impressed you the most?

New Zealand and Switzerland are my favorites, but if you have to choose between them, there is no other place in the world that compares to New Zealand. I will definitely visit there again. If you have seen films from the Lord of the Rings series, which was filmed in New Zealand, then you can approximately get an idea of ​​​​the beauty and grandeur of the nature there. This is an amazing flora and fauna that are not found anywhere else on Earth, since New Zealand was the first to separate from the legendary parent land millions of years ago.

- How do you imagine your future in five years? And after ten?

If you look five years ahead, then most likely I will run for the State Duma of Russia. If health and financial situation permits. In the longer term, maybe I would like to become the mayor of Stavropol. And if people elected me, I would take on such a responsibility. I will be 53 years old, and at this age, I believe, it is already possible to lead the city. I think by this time the family will be ready to take over the management of my life's work.

– Roman Valeryevich, there is a saying that a strong character, like a diamond, is formed only under pressure. You have proven that you have that character. Tell me, was there that pressure of circumstances in your life, some special conditions that influenced the warehouse of your personality?

– I was born in Stavropol on October 7, 1972. By the way, when I grew up, I noticed that the difference in birth with our President Vladimir Vladimirovich Putin is exactly 20 years. Now I always joke about this, they say, it's easy to remember. It is also the former Constitution Day of the USSR, a public holiday and a red day of the calendar.

When I was 8 years old, our family moved to the village of SNIISKh - the Stavropol Research Institute of Agriculture. We were given an apartment in a newly built house (at that time, five-story buildings were being actively built in the village). And since my father was a researcher, candidate of economic sciences, he was accepted as an assistant professor in the economics department of SNIISKh.

Mother before moving worked as a leading specialist in the Stavropol Krai Consumer Union, and after moving she got a job in the same department - the head of the confectionery shop. Well, I was transferred from the third Stavropol school to the third school in the village of Shpakovsky, now it is the city of Mikhailovsk.

Unfortunately, it so happened that my father left the family when I was 10 years old. The mother was very upset by the breakup, and against the background of this shock, she became seriously ill. She was given first the second group of disability, and then the first. She needed constant medical supervision and spent four months of the year in a hospital. We did not have close relatives in SNIISKh, and I actually remained in the house alone. In any case, was presented to himself most of the time. At that time I was only 12 years old.

Thus, from an early age I had to earn my own money. The mother's Soviet disability pension was 80 rubles, and it was hard to live together on this money, especially considering my mother's health problems. There was actually nothing for grandparents to help us with, and I realized that I had to rely on myself.

- What did you do?

- He took up "business" in the Soviet way. He raised aquarium fish, bred hamsters and budgerigars. And he sold them at the Upper Market of Stavropol on weekends. There were two aisles for the trade in animals and birds, and every Saturday and Sunday I spent in this place.

In addition, we had a large garden and orchard. Fruit trees grew there - cherries, cherries, apricots, apple trees, pears, strawberries and raspberries grew, there were potatoes in abundance. Everything that was not eaten, we also took to the market and sold it.

And another seasonal “business” of mine was picking mushrooms. I became an avid mushroom picker, I left home for 10-15 kilometers and looked for champignons. Sometimes it was possible to collect two large basins, that is, 20 kilograms of mushrooms in one trip. They kept a little for themselves, and the rest also went on sale. Then the average price per kilogram of forest champignons was 3-4 rubles, and they could only be bought on the market.

I did all of these until the age of 16. And then Bulgarians and Yugoslavs appeared in the Stavropol Territory, who were building an underground gas storage facility in the village of Ryzdvyany, and with their participation I found another profitable business for myself. True, it was not entirely legal and in the language of the Criminal Code of the USSR it was called speculation, and among the people - fartsovka. We exchanged various Soviet bronze products for imported consumer goods - furniture and door handles, hinges and the like. Sneakers and "Malvina" jeans were especially valued for exchange, which could also be sold profitably on the Upper Market. Of course, at first this had to be done from under the counter, so as not to be accused of speculation, and shortly before the collapse of the USSR it was already open.

In the meantime, I graduated from school with a gold medal and in 1990 entered the Stavropol State Agricultural Institute, today - the Agrarian University. He studied at the Faculty of Economics as an external student. But I continued to trade in things that had already been brought from abroad until 1994, that is, my trading experience is almost 8 years. My mother-in-law went to Poland, bought goods in Moscow, and while studying at the institute, and later, even working as a legal adviser at Rosgosstrakh, I often stood behind the counter.

I was a legal adviser for about a year and a half, and on January 1, 1995, the board of Rosgosstrakh appointed me chief accountant. By that time, I had already received a diploma of higher education. It so happened that the chief accountant of the regional administration, Alla Vasilievna Bukreeva, retired, to whom I am very grateful for the experience she shared, and they took me to the vacant position. After a month of probation, I took the fourth most important position in the insurance company.

- It must be assumed that this is the end of a career in trade?

- After that, the management warned me that I should no longer show up on the market. About 4.5 thousand people worked in the Stavropol "Rosgosstrakh" together with agents, and it was no longer respectable for me, as a representative of the company's management, to appear behind the counter. In addition, the work was difficult, rest was required, and I simply could not physically spend the weekend at the market.

Many thanks to the late Alexander Sergeevich Smykalov. Throughout my life, this was my only "boss", the first and last boss, the general director of Rosgosstrakh - Stavropol. He led the company until 2000 and, unfortunately, burned out at work - he died of a heart attack during a working meeting in Moscow.

Alexander Sergeevich hired me on the recommendation of my grandfather, Boris Nikolaevich Savichev, an invalid of the Great Patriotic War. In fact, this is also the only time in my life when I took advantage of any kind of protection. Smykalov's father and my grandfather served in the army together, were classmates, and went to the front at the same time. Unfortunately, he died at the end of the forties, when Alexander Sergeevich himself was not three years old. And my grandfather, as a neighbor and friend, supported and helped their family. That's how I became a junior lawyer after the third year, although I had not yet graduated from the institute and did not receive a diploma. This was allowed by law.

By that time, I was already studying at the Moscow State Law Academy, as it was already called by 1996. But when I entered, it was still the All-Union Correspondence Law Institute. Thus, I received the higher legal education, as they say now, remotely.

In March 1996, Deputy General Director for Finance Tatyana Alexandrovna Popova left the company. And thanks to her for science, for three years I learned from her experience. And the CEO appointed me to this position. I began to combine two posts at once - the first deputy general director for finance and the chief accountant. I was given the right to both signatures, I had the opportunity to independently sign payment orders, this was a very big trust. In fact, I became the second person in the company, which at that time already employed over five thousand people. I was only twenty-three and a half years old, and for my age I was more than a successful person.

- Why?

– Throughout this period, starting in June 1993, when I became a lawyer, I provided legal services to a number of companies. This is STEK Financial Company LLC, in which I was the head of the legal department, this is Yuzhny Check Investment Fund OJSC, in which I was the chairman of the audit commission, and Vladimir Ivanovich Polyakov, at that time already the president of the Energomera Concern, was the chairman board of directors. I remained in this status until 2000, having captured almost the entire period of mass privatization.

He also provided legal services to the financial company "Fort", the financial company TRUST, all of them were professional participants in the securities market. And he was the chairman of the audit commission of JSC "Stavropol-mebel". All these positions also paid well.

Since 1996, I have had many regular clients dealing with legal issues. By that time, I was already registered as an individual entrepreneur, and worked on an official basis. The heads of enterprises and collective farms began to come to me one after another. In addition, I also got to know them as an insurer, representing Rosgosstrakh - Stavropol Territory.

By May 1998, I realized that my income from working in an insurance company was more than ten times less than I earn in the legal field. But the decision to leave was still not an easy one.

The letter of resignation came as a shock to my CEO. He broke the first one altogether, and yelled at me. However, I explained that I was creating a company and was already ready to apply for registration. By that time they were indeed ready.

I put the second statement in the mail to the boss, and we had another conversation. “Maybe, Roman, you are doing the right thing,” Smykalov told me in the end, “you are a young man, you must go forward.”

It so happened that on that day I handed over the documents to the tax office for the registration of the company. On June 6, the company OAO Legal Agency SRV was registered. And on June 11, 1998, I received a license for the right to provide paid legal services, and concluded about twenty contracts with clients. We consider this date the birthday of the company. – Your company has really passed a serious way of formation and development. What are you most proud of today, what achievements?

- The main pride and the main result of eighteen years is the established team. It unites both the Stavropol management of the company and eleven regional subsidiaries.

I am proud of the achievements of my family, which today owns OOO Agroindustrial Holding SRV. It includes three agricultural enterprises of the region, in which he owns shares in the authorized capital. The financial turnover of the project is quite large, and we have been engaged in this line of business since 2007.

We are also developing the company Financial Agency SRV LLC. In general, I have been working in the securities market since 1996. Basically, with shares of the first, second and third echelons on the Moscow Exchange - the former MICEX.

I'm focused on the legal component of our business. This is a key area that provides the main share of profit in the total turnover, which in the SRV group of companies last year exceeded 4.8 billion rubles. Of these, net profit amounted to more than 574 million. These are record figures for today. Moreover, the positive dynamics of profit has been maintained for all eighteen years.

- You do not make a secret of this?

– This information is absolutely open and posted on the Internet. Moreover, we participate in all ratings and competitions, where the provision of such data is a prerequisite. The last victory is especially valuable for me - when we became the best law firm in Russia in terms of volume indicators in the rating of the Pravo.ru-300 portal. That is, we took first place out of the three hundred largest regional companies in Russia. I hope we will be able to maintain this status in the future. In any case, we have already overfulfilled our semi-annual profit plan and are growing compared to last year.

I always attach a lot of importance to numbers. Still, my first and also full-time education is economics, as evidenced by my red diploma. And deep down, I consider myself more of a financier than a lawyer. Although many people are accustomed to consider me a practicing lawyer.

Of course, I am a practitioner, since I defended more than ten thousand court hearings only in the arbitration court, being a representative of the persons participating in the processes. But at the same time, he has five years of experience in Rosgosstrakh, in the accounting department of a company with a 95-year history with an extremely clear planning system. Therefore, I continue to personally follow the economic planning and financial issues of the SRV group of companies.

But you still have professional assistants.

- Certainly. For example, I have a deputy finance officer, a very good specialist, Alexander Nikolaevich Khadzakos, who has been working with us for the ninth year, and we have been friends with families even longer. Many thanks also to the chief accountant - Angelina Mikhailovna Kotova, who has been working at SRV for seventeen years, almost from the day of its foundation. They do a great job - they manage the financial affairs and accounting of the entire group.

I am sincerely proud of our lawyers and lawyers, who, including a network of subsidiaries, employ more than a hundred people in the SRV group. These are the best of the best, as it is difficult to get to us, and applicants go through a serious selection. On average, every month we review two hundred to three hundred resumes from different regions. And when, creating new subdivisions, we publish an announcement about the search for employees, we receive up to five hundred calls a month.

There are ten deputies in the directorate, each of them specializes in his own direction. Together with me and the chief accountant, they make up the management and are members of the Board of Directors of the company. On the legal side, the first deputy is Maxim Alexandrovich Rozhenko, he works in the field of arbitration and civil law, so to speak, our chief civil lawyer. Deputy for criminal cases - Mikhail Petrovich Tkachenko. He's a former federal judge who's been with us for eight years, but we've been friends since 1990.

Are you hiring new people yourself?

- I always hire new employees personally. I will definitely do a face-to-face interview. Of course, in the presence of some deputies in charge of the main areas, but after consulting, I make the decision on each candidate myself.

Actually, I had to deal with personnel decisions back in the days of Rosgosstrakh, when I became the first deputy general director. Even then, I was in charge of all personnel issues in a company with a team of many thousands. That is, the experience of such work has more than twenty years.

– Cooperation with what clients is especially dear to you today? Surely, among them there are those who have been with you for many years.

– Among our clients there are those who were with me even when there was no SRV company. And the very first and most significant of them was OJSC “Check investment fund “Southern”. It was formed in 1994, and I began to work in it, first as a lawyer, and then as chairman of the audit commission. More than 650 thousand vouchers - privatization checks - passed through it in the Stavropol Territory. And almost all large enterprises in the region were privatized through this fund. Among them are Nevinnomyssky Azot, Budyonnovsky Stavrolen - then Stavropolpolimer, plants of the current Energomera Concern, and other large industrial and agricultural productions.

In a word, I stood at the origins of privatization in the region, acquired a huge, invaluable work experience, but at the same time I was not yet a significant businessman, and I did not have the money to purchase a large number of privatization checks. I managed to buy only 329 vouchers, and in 1996 I invested them in the Gazprom privatization auction in the Stavropol Territory. One voucher, as far as I remember, was supposed to be 1800 shares. At that time, these vouchers actively went from hand to hand, sometimes they were bought and sold for a bottle of vodka, people did not understand their value and did not see any benefit in these papers. Therefore, part of the privatization checks came to me at a time when I often appeared on the market.

Further, in 1995, STEK Financial Company LLC became a major client for me. I would like to once again express my gratitude for the cooperation to Oleg Vitalyevich Poluzhnikov, its permanent leader. He has been living in the US for some time now, but the company still exists and he still owns it.

Also for many years we worked with the Agricultural Academy "Kolkhoz im. Lenin” from the Novoaleksandrovsky district, This is a large city-forming enterprise, which was led by Alexander Nikolayevich Nevzorov for many years, blessed memory to him. We collaborated with CJSC Niva - now CJSC Niva - from the village of Svetly, Novoaleksandrovsky district, the head is Vitaly Ivanovich Strakhov.

In addition, since the establishment of the Legal Agency SRV, thirteen plants of Vladimir Ivanovich Polyakov at that time, which are part of the Energomera Concern, have become our clients. Today they are known all over the world, including the legendary brand of the Stavropol Territory synthetic corundum plant Monocrystal. It accounts for more than thirty percent of the entire world market of synthetic corundum, the company's products are used by Swiss watch companies, the American Apple and other world manufacturers. And I am proud that I have been cooperating with the Concern for eighteen years already.

It is nice that for many years the main telecommunications company of the region has remained with us - first OJSC Electrosvyaz, then the Stavropol branch of OJSC YuTK, today it is a subsidiary of PJSC Rostelecom. A major client with whom we started working back in 1998 with the late Viktor Ivanovich Kuzminov, then Alexander Markovich Roytblat, who, unfortunately, also passed away, became his successor. Subsequently, the company was headed by Ruslan Magometovich Bulguchev, and now by Roman Alekseevich Zavyazkin.

In general, I would like to repeat that many clients remain with us, the history of cooperation with which has more than eighteen years. And I especially value these relationships. Yes, there are those today who may provide significantly more income, but stable relationships, proven over decades, is what I always strive for in business.

– In this place it would be logical to ask about the plans. How far do they extend?

“Hopefully, I still have to lead a group of companies for thirty years. I have many assistants in my family - my wife's sister, who graduated with honors from the law faculty of SSU, for several years she has been my deputy. My daughter graduated from the Faculty of Law of NCFU a year ago with honors, my son-in-law is getting a second higher education in the field of law next year, and will soon become a candidate of technical sciences. There is someone to inherit the management of my offspring, when I consider that I should retire, we have lawyers in several generations now.

The only thing is that the wife is a doctor by education, but her practical experience in jurisprudence has long allowed her to issue a law degree in absentia. She is also my deputy, and at the same time the head of her own company.

– What areas of work in the legal services market do you see as the most promising today?

– Now we have a significant share of our revenue comes from cooperation with Russian energy companies. Today we represent the interests of more than a third of the country's electricity market. We have thirteen years of experience in such interaction, and many developments in the field of dispute resolution in the industry can be considered unique. To be precise, we represent the interests of sixteen generating companies throughout Russia. This line of work seems to be very promising, and we intend to develop it.

Moreover, if at first we were only engaged in collecting debts from guaranteeing suppliers of the North Caucasus Federal District, now we are actively working in Central Russia, in the Central Federal District, in the Urals, in the Volga region. We are looking closely at Siberia, the Far East, we are also going to open branches there to deal with multibillion-dollar debts.

It all started in 2003, when the first contract of this kind was signed with MUE Makhachkala Gorelektroseti, now an open joint stock company. Many thanks for the cooperation to the former mayor of Makhachkala, now convicted for other reasons, Said Dzhaparovich Amirov. This enterprise was under his patronage, and the city leadership decided to conclude a contract with us. By the way, the issues of the Makhachkala city power grids are still being dealt with by the Legal Agency SRV, and we regularly cover this work on the pages of the Bulletin of Economic Justice of the Southern and North Caucasian Federal Districts.

Reflection on the pages of the magazine is also found in cases related to collections from Nizhnovatomenergosbyt, collections from representatives of the former large Energostrim Group of Companies, OJSC Volgogradenergosbyt and a number of others.

In addition, debt collection is now carried out not only for electricity, but also for heat. Gazprom and its subsidiaries have been cooperating for several years now to collect debts for gas. Large Vodokanals are interested in collecting debts from management companies. Thus, we contribute to the establishment of order with payment discipline in the wholesale market of energy resources and utilities.

I should note that today this work gives us more than fifty percent of the proceeds from the provision of all legal services. And today all of Russia knows that we specialize in debt collection in the housing and communal services sector.

Another one of our strong points is mergers and acquisitions. Previously, this was called "white raiding", but, in fact, it is a change of inefficient owners. Of course, exclusively legal schemes, which we have been doing for eighteen years now. The geography of clients in this area is the whole country. Contact both our head office and regional branches.

In third place is the resolution of disputes in the field of land relations and legal relations in the field of real estate. Over the past year, in the structure of revenue from legal services, this amounted to about 15 percent.

- What is your opinion on the bill on land shares, which is widely discussed in the region?

- My opinion: the regional bill on land shares should not be adopted in any case. And it is unacceptable to introduce an increase in the allocation of agricultural land to 2.5 thousand hectares. It is necessary to leave the current norm - 30 hectares, or remove this restriction altogether. Why? Because this is really bondage for the owners of land shares, contrary to the Constitution of Russia and international law. In particular, the Declaration on Human Rights, ratified by the Russian Federation. No one can be deprived of the right to dispose of their property, and the proposed bill introduces just such a restriction.

It seems that the governor heeded this position, which is shared by many in the region, and suspended the process. But honestly, I doubt it will last long. It seems that the amendments to the regional law on land shares will still be adopted, but this will happen after this year's elections. Otherwise, in rural areas we may face protest voting. And then the law will still be pushed through, and it will only be protested in the prescribed manner.

Of course, the increase in the rate of land allocation is beneficial to the largest agricultural enterprises of the region, as it gives them the opportunity to enslave the owners of shares, but it is impossible to go in this way, protecting the interests of landowners.

Meanwhile, I must state that more and more land in the Stavropol Territory is being acquired by newcomers. Entire collective farms are redeemed from the old owners for a penny. Basically, these are people from the North Caucasian republics, neighbors from the Krasnodar Territory, as well as Muscovites and Petersburgers. I know the situation well, because in a number of cases our company represented their interests and executed transactions for the acquisition of farms.

- But how, in this case, to be large agricultural enterprises, on which the social well-being of the territories depends? Isn't there a threat to their integrity under such conditions?

- As for fears about the collapse of large enterprises, I consider them unfounded. Who is the competitor of a large farm? Farmers? So, can't a powerful agricultural enterprise be able to offer shareholders a higher rent than a farmer? Who will leave a good owner, a stable enterprise that pays rent steadily? Farmers often do not have such guarantees, there are no state support funds, there is no high yield, which means that there is no way to pay rent higher than large farms. Another thing is that the latter are often underpaid by 2-3 times. Therefore, all these fears are nonsense and an artificial escalation of the problem.

– 2016 is a year of high political activity in the regions. Do you have your own political plans?

I have no political plans for this year. Yes, I wanted to run for the federal Duma, but I changed my mind, and I had reasons for that. The state of health of some members of my family, who needed rehabilitation, did not allow. As a result, we spent almost the whole of April, that is, the active period of preliminary voting, in the sanatorium. And in June, when the election race starts, we also have to leave the region. That is, it excludes participation in the federal elections from both United Russia and other parliamentary parties.

For me, the health of my family is more important than becoming a deputy. We have already suffered more than the shock associated with the death in September last year of my beloved mother-in-law, who at one time replaced my mother. I don't want to lose anyone anymore. Therefore, I postpone all plans in politics for five years due to objective reasons, and people who value family more than anything in the world will understand me. I am sure that most of the priorities are arranged in this way, including me.

- I want to ask you as an expert. About sore, about the crisis. Have we reached the bottom yet? What can we expect in the economy?

– I don’t think that there was and continues to be a crisis in Russia. I don't think so. And what has happened since 2014, if you look at the state of affairs objectively? Firstly, in March 2014 there was a coup d'état and a violent seizure of power in Ukraine. Then there was a sharp cooling of relations with this country. Reunification of Russia with Crimea. The war began in the Donbass.

After that, the United States, Europe, and a number of other countries turned their backs on us, and economic sanctions were imposed against Russia. As a result, the exchange rate began to fluctuate, many enterprises suffered, the ruble "sank" heavily, and the price of oil fell due to the joint bear game between the United States and Saudi Arabia. The game, however, has gone too far and has already hit the United States itself.

But I still don't think that what is happening in terms of its economic consequences is comparable to what happened in Russia and in the world in 2008-2009. And even more so, it is far from the default of 1998. Yes, and earlier there were difficult years: 1991, 1992, 1993. It was then that horror happened, and the future of the country was unclear - would Russia fall apart or retain its unity and sovereignty. Now everything is far from being so hopeless, we are simply observing fluctuations, indicating that history and the economy are developing in a spiral. Ups and downs are normal, I try to treat them calmly and balanced. Because this is our president.

Do you approve of his activities and policies?

- I have great respect for the activities of Vladimir Vladimirovich Putin in the presidency. If a referendum were announced in Russia, I would vote for giving him powers not for two or three terms, but for life. So, as the Russian emperors ruled, only without the transfer of power by inheritance to direct descendants. As long as he believes that he can fulfill his duties, and as long as the people support him, let him manage the state. These are our traditions, this is the history of Russia. Why does the UK still have a monarchy, even if it does not have absolute power? Why shouldn't Putin become emperor, if he actually is one? I think it would be acceptable to amend the Constitution accordingly, that's my opinion.

I also believe that Russia only lost when Putin left for four years and Dmitry Medvedev was the president of the country. It was necessary to stay for a third term, and for a fourth, and for a fifth, and so on. And let other states play democracy. What, for example, has come to Europe? Very unusual people are elected mayors of the largest European cities, as happened recently in London.

I would not want Russia to be destroyed by importing similar democratic "values" to us. So, so many states already in post-war Europe fell into pieces - Czechoslovakia, Yugoslavia, and so on.

- What is needed so that such a fate, God forbid, does not befall Russia? What can bring us together?

- Firstly, our leader, who, of course, needs a team. There is a problem with this. Now, in the environment of the President, of course, there are people who command respect, whose professionalism is beyond doubt. These are Sergei Viktorovich Lavrov, Sergei Kuzhugetovich Shoigu, Dmitry Anatolyevich Medvedev, as a person with liberal views, Vitaly Ivanovich Churkin, Russia's permanent representative to the UN, who has been representing our country for many years. Or the former Prime Minister, now deceased Eduard Amvrosievich Shevardnadze, this is a block in politics! If there are 30 such people surrounded by the President of Russia, and he himself will be in good health, our country will not face any collapse. Of course, the vertical of power must be built down to individual settlements.

And one more important point. Enough wonderful laws have already been passed in Russia. Now we need to make sure that they are strictly implemented, and for their violation, real severe punishments follow. But not only criminal ones, it is necessary to more actively punish with the ruble, restriction of rights and public censure. We already have one million two hundred thousand people in prisons. Enough already, half can be released, let them work better, and not sit at public expense.

Orthodoxy and other confessions are also our support. It is necessary that people believe in God, read the sacred scriptures, spiritual books. Let there be as many occult structures as possible in the country. I'm talking not only about Orthodox churches, but also about pagodas, and about mosques and all the others. I myself am an Orthodox person, but at the same time I have already visited 72 countries, I am tolerant of all religions and consider myself a person of the World.

– Many of us felt the unity of Russia on Victory Day, when the Immortal Regiment marched through the streets of our cities and villages. How did the war affect your family, what mark did it leave?

- Two grandfathers fought in the Great Patriotic War, unfortunately, both have already passed away. Ten years have passed since my mother's father, Grigory Petrovich Dorokhov, died, and two years ago, my paternal grandfather, Boris Nikolaevich Savichev, died. Grandmothers - home front workers, now also deceased. My wife's relatives also fought and worked in the rear. These eight photographs of our ancestors who went through and survived the war are our pride and our memory.

– Roman Valeryevich, in all this rhythm do you have time to communicate with art, to go to the theater, watch a movie, read a book?

– With regard to art. If someone comes to our directorate, located in the Nika business center on Mira Street, he will immediately understand how much I am not indifferent to painting. Because the walls of our office are decorated with paintings by the most famous artists of Stavropol. In total, there are more than 100 paintings. About the same amount is stored at my home and in the homes of my relatives. Basically, all the works are paintings, less often - watercolors. The main place in my collection is occupied by an impressive collection of paintings by the Honored Artist of Russia Pavel Moiseevich Grechishkin of more than 20 canvases. I also love the paintings of Vasily Nikolayevich Rukavkov from Pyatigorsk and Academician of the Academy of Arts Sergey Nikolayevich Parshin, who heads the regional branch of the Union of Artists of Russia.

I like to visit theaters, watch ballet when I am in Moscow, St. Petersburg and world capitals. I do not forget about physical culture. In my youth, I went in for athletics, went to boxing, studied at a sports school for five years. Today I prefer billiards and table tennis. I have two gyms - one in the office, the other at home, several billiard tables, so I try to keep myself in shape as much as I can and time.

How is your working day in general?

- I have a busy schedule, I have to work 16 hours a day. Usually I get up at seven in the morning, and sometimes, like today, at seven o'clock I'm already in the gym. Until eight we play table tennis with my regular driver - Alexei Nikolaevich Pastukhov - who, by the way, plays quite well.

At 8.20 a planning meeting begins in our company, always at the same time, since the courts already start working at nine o'clock. Then the working day lasts until six in the evening. But I almost never manage to leave work at this time, I stay until eight or nine, and then at home I continue to work with papers. At the same time, I try to take at least seven hours to sleep.

- But what about the statement: in order to work well, you need to have a good rest?

I aim to spend an average of three months a year traveling. Of course, not in a row, but in portions of 2-3 weeks. I especially love sea cruises. In June I go on a cruise for the sixteenth time, in the countries of Northern Europe. In 21 days we plan to visit 8 different countries. And in total, I already have 250 trips behind me, and most often my family and I have been to the United Arab Emirates.

- Is there a place on Earth that has made the greatest impression on you?

- I liked New Zealand and Switzerland the most, but if you choose between them, then no corner of the planet can be compared with New Zealand. I will definitely visit there again. If you have seen films from the Lord of the Rings series, which was filmed in New Zealand, then you can approximately get an idea of ​​​​the beauty and grandeur of the nature there. This is an amazing flora and fauna that is not found anywhere else on Earth, since New Zealand was the first to separate from the legendary parent land millions of years ago.

How do you envision your future in five years? And after ten?

- If you look five years ahead, then most likely I will run for the State Duma of Russia. If health and financial situation permits.

In the longer term, maybe I would like to become the mayor of Stavropol. And if people elected me, I would take on such a responsibility. I will be 53 years old, and at this age, I believe, it is already possible to lead the city. I think by this time the family will be ready to take over the management of my life's work.

To be honest, I have a desire to go down in history. Moreover, not only as a good lawyer or economist, but also as a good manager to do more good to people. To serve the city where I was born and where I want to spend my life.
