A significant part of needy students may lose social scholarships in connection with the amendments to the law "On Education" that came into force on January 1, 2017. Human rights activists point out that if previously all the poor had the right to support, now in a number of regions the list is limited, for example, to "citizens of working age who are actively seeking a way out of difficult life situation". The Ministry of Education and Science said that the tightening of the rules will not lead to a reduction in the scholarship fund and will increase the amount of scholarships for those who "really need support from the state."


After the amendments to the federal law "On Education" came into force, some regions found themselves in a situation that threatens needy students with refusal to pay social assistance. For example, until 2017, a student living in a dormitory could apply to the social security authorities to be recognized as indigent and receive a certificate confirming low income (despite the fact that the real income of the student's family may be higher than the subsistence level established by the regional authorities). At the same time, each region determines the conditions for the appointment of such assistance independently. Each subject issues certificates of recognition as the poor of its own sample, from which it is not always obvious whether the student really needs additional support, the rector of the Moscow polytechnic university Andrey Nikolaenko. "The requirements for assistance are tougher, that is, this amendment allows not to dilute the scholarship fund, but to provide support to students more targeted and efficient," Mr. Nikolaenko emphasized.

The Ministry of Education and Science is also talking about strengthening targeted assistance to students "who really need support from the state." "The funds of the scholarship fund in 2017 are protected and will be indexed from September 1 by 5.9%. Thanks to the innovations, it will be possible to increase the amount of social scholarships for students, as well as expand the possibility of obtaining material assistance for graduate students, residents and assistant trainees," they said. According to Mr. Khromov, not all regions are focused on social support for low-income students, so a significant part of them will be left without social scholarships in the new year.

Conditions for obtaining a social scholarship in 2020


Until 2017, social protection was involved in processing this payment. The family documented that it has one or another preferential basis.

Currently, only an educational institution has the right to issue a social scholarship.

It is assigned to a student by an administrative act of the head of the organization in which he studies, from the date of submission to the educational organization of documents confirming the assignment of the student to the preferential group. Important! If the student is on academic or maternity leave, parental leave, the state social stipend continues to be paid.

The amount of the monthly social payment to students in 2019 was: at least 809 rubles in educational institutions of secondary vocational education and at least 2227 rubles in educational institutions of higher education. State academic and advanced scholarships, their purpose

State scholarship for graduate students, residents, assistant trainees

Such a scholarship is awarded to graduate students, residents, assistant trainees under the following conditions:

  • full-time education at the expense of budgetary funds;
  • the absence of academic debt and “satisfactory” grades based on the results of intermediate certification.

At the same time, just like an academic scholarship, such a scholarship is paid to all graduate students, residents, assistant trainees of the first year of study until the end of the first intermediate certification, provided that they study full-time on a budgetary basis.

The amount of the scholarship for graduate students cannot be less than 2921 rubles, for graduate students in training programs for scientific and pedagogical personnel in the areas determined by the Ministry of Education and Science of the Russian Federation - 7012 rubles, for residents - 7441 rubles, for assistant trainees - 2921 rubles.

Other types of Russian scholarships

Undergraduate and graduate students can apply for a government scholarship (5,000 rubles a month):

    • students in higher education programs;
    • in educational organizations that are under the jurisdiction of federal government bodies;
    • students in specialties or priority areas of modernization and technological development of the Russian economy.

    The scholarship is awarded at least twice a year within the quota. In accordance with the Government Scholarship Regulations, students must meet the following criteria:

    • receipt by a student or postgraduate student of at least 50% of the grades "excellent" from the total number of grades received, in the absence of "satisfactory" grades obtained from the results of an interim assessment preceding the award of a scholarship;

At the federal level, a presidential scholarship is also provided. The procedure for its appointment is similar to that of the government, and the maximum amount of payment reaches 22,800 rubles.

Presidential scholarships include:

  • scholarships for undergraduate and graduate students educational institutions higher professional education, who have achieved outstanding success in studies and scientific research. Scholarship for students - 2,200 rubles, for graduate students - 4,500 rubles;
