What are the timeframes for certification?

Currently, the Ministry of Education of the Russian Federation is developing new criteria for assessing the professional compliance of teaching staff:

  1. Upon successful completion of the attestation, the commission issues a conclusion on the suitability of the position held.

According to this decision, an employment contract with a teacher can be terminated on the basis of paragraph 3 of part 1 of Art. 81 of the Labor Code of the Russian Federation. An employer can send an employee who has not passed the certification to advanced training courses so that after completing them he can retake it.

But a teacher cannot be fired if it is possible to transfer him, with his written consent, to another, lower, position or lower-paid job. It is also impossible to dismiss a teacher if he falls into the list of persons specified in Art. 261 of the Labor Code of the Russian Federation.

Voluntary

Any educator can take a test to improve their level and submit an application on their own.

Voluntary verification steps include:

  2. Appointment of the test period. The period of verification cannot exceed 60 days from the date of commencement of the conduct until the date of the decision.
  3. Written notification of the applicant about the time and place of the inspection. Notification is sent within 30 days.

The category is valid for 5 years. You can submit a request for a test of professional knowledge after 2 years after obtaining the previous level. If the candidate was denied certification, a second request can be sent no earlier than one year after the refusal.

If the teacher successfully passes the certification, the commission makes a decision on the teacher's compliance with the requirements that apply to the first (highest) category. Assignment of qualification takes place on the same day, and wages according to the new tariff are paid from the day of qualification. An entry is made in the work book about the corresponding category without mentioning the subject taught.

If the teacher could not pass the certification, the commission makes a decision on non-compliance with the requirements. Those who passed the first category are left without a category and are required to be tested for compliance with their position.

If the teacher handed over to the highest category, then in case of failure, he remains with the first one until the end of its validity period. After the expiration of the term, it will be necessary either to confirm the first category, or to be certified for the highest.

The decision of the attestation commission can be appealed in accordance with the "Procedure for attestation of pedagogical workers". An application for appeal can be submitted to the labor dispute commission at the regional education authority or to the court. An application to the court must be submitted before the expiration of 3 months from the date when the employee learned about the violation of his right.

This article addresses the problem of assessing the quality of pedagogical work at the university. The author conducted an analysis of approaches to the evaluation of professional qualifications and competence of teachers allowed to formulate proposals for a system of certification of teachers in high school.

By the beginning of the 21st century, in many countries of Europe and in America, the processes of updating and reforming national education systems began. The general trend has been the introduction of unified educational standards, decentralization in education management and improving the quality of educational services. Innovations have led to the fact that the main problem of modernization has become the figure of the teacher himself, his professional qualifications and competencies.

Training, advanced training and retraining of teaching staff, as well as approaches to the assessment and measurement of pedagogical work in different countries differ significantly. What remains common is the assessment of the quality of a teacher's work in a new way, from the point of view of creating opportunities for his professional and personal growth, maximizing the potential of formal and non-formal learning, including all forms of improving professional skills. At the same time, such an assessment should be based on the principles of objectivity, voluntariness and competence, which

The creation of professional standards and a unified qualification framework has led to the possibility of recognizing the results of non-formal and spontaneous learning using the unit of qualification as the basis.

Certification is a process of confirming the mastery of

a group of competencies or a new qualification set by professional standards, including application, assessment, certification decision, re-certification, establishment of typology and requirements for certificates, etc.

Important in the adoption of the certification system by the professional community, educational institutions, education authorities, students and their parents, as well as other social partners interested in the quality of education, is the trust in the recognition of the results of non-formal and spontaneous learning of teachers. Trust is achieved through the implementation of three mechanisms;

1) organization of an independent procedure for assessing and recognizing the professional qualifications of teachers, which requires the removal of the certification system from state structure education and budget financing. The central idea of ​​teacher certification, in which the teacher plays a decisive role, is to ensure the high quality of education. Disadvantages and problems of formal

one-time, primarily related to the lack of real pedagogical experience among students, are compensated by self-education, the exchange of pedagogical experience, constant work on themselves, their personal and professional qualities. According to research conducted in Russia and abroad, a teacher becomes a professional after 12-20 years of pedagogical work, subject to constant self-improvement. These indicators can only be reduced by additional investment in human capital and the creation of conditions for targeted and controlled professional development of teachers (similar to existing systems in management and personnel management).

Thus, the certification of professional qualifications and competencies of teachers serves as a public and state instrument for ensuring the high quality of education.

The main areas of teacher certification are:

Confirmation of the development of a new group of competencies that expand the qualifications of the teacher, but do not improve it;

Training with the issuance of a certificate can only occur in a certain order and after full approval of compliance with the requirements:

  1. Only teachers with a state-recognised diploma of higher professional education are allowed to certify educators.
  2. Have 3 or more years of experience.
  3. Being in the appropriate position or the presence of the first or highest category.
  4. No performance issues official duties which must be completed in full.
  5. There is confirmation of effective work on the part of the head of the organization, or on the part of the public (such may be representatives of local governments, or parents may act).



After the requirements are satisfied, the process of gaining access to the procedure begins:

  1. A joint application for certification of education workers is submitted, which includes an application from the head and the local government. It is also accompanied by the entire package of necessary documents from the applicant.
  2. Within two weeks, the commission considers all the data provided and makes a decision.
  3. If this is followed by a positive decision, then testing begins, which affects aspects of the theory and practice of pedagogical activity, methods and means are considered, the psychological and pedagogical direction is affected, etc. (usually the total amount of questions reaches an indicator of 100 pieces).
  4. To successfully pass, you need to complete the task by 80%.
  5. The results themselves are posted on the website of the certification body.
  6. In the event of an unfavorable result, it is possible to re-test during the same year with the re-submission of all necessary documents.

An appeal is available in the following situations:

  1. The teacher received a negative decision in accepting documents for training with the issuance of a certificate.
  2. A refusal to issue a certificate was received in case of a positive result of passing the test.
  3. You can declare your disagreement with the test results (this is possible only if you pass 75%).
  4. Unreasonable termination of the validity of the received certificate.

As for legislative regulation, this process is based on the order (with annexes) of the Department of Education and Science of the region where the specialist is being certified. The specified order is based on 12/29/2012. No. 273-FZ "On Education in the Russian Federation".
